Innovative momentum from Bavaria: The Free State of Bavaria, Germany, continues to invest in the Hightech Agenda and wants to take a leading position in the legal tech sector with a new support network for legal tech startups. On the initiative of the Bavarian Minister of Justice, Georg Eisenreich, the Bavarian Ministry of Justice and UnternehmerTUM have established the “Legal Tech Colab”. The Bavarian Ministry of Justice is funding the initiative with up to one million euros per year.
Bavaria’s Minister of Justice, Georg Eisenreich: “Also for legal disputes and legal services: People want convenient, simple and cost-effective solutions. Therefore, Legal tech is currently experiencing a strong boost. We want to take advantage of the opportunities of digitization and become a leading legal tech hub. That’s why I’m very pleased that we can give the starting signal for our ‘Legal Tech Colab’ together with UnternehmerTUM.”
UnternehmerTUM is Europe’s largest center for innovation and startups. The development of the “Legal Tech Colab” is accompanied by the TUM Venture Labs, an initiative for marketable applications in cutting-edge research by TUM and UnternehmerTUM.
The “Legal Tech Colab” supports innovative startups in the field of legal tech at all stages: “We help the teams from the development of a prototype, over matching with suitable co-founders and the market entry, to the scaling of the start-up with venture capital through intensive support and know-how from 20 years of entrepreneurship and tech support from UnternehmerTUM,” said Stefan Blenk, Managing Director of the Legal Tech Colab. Participants in the program benefit from tailored support services, including access to a legal tech computing platform based on Natural Language Processing (NLP), data storage, scholarships of €1,000 per month, workspaces at the Munich Urban Colab startup center, and access to global networks of companies and capital providers.
Eisenreich: “A brilliant idea alone is not enough. The road to a marketable product is often long and risky. Often there is a lack of money, commercial experience, or a professional environment. We want to create a new pool of experts and provide support with financing. Founders should hence be enabled to successfully implement their viable business ideas.”
The Minister continued: “Munich and Bavaria offer the ideal breeding ground for a digital ecosystem. The ‘Legal Tech Colab’ will be closely linked to Bavaria’s universities. Bavarian universities are excellently positioned in law, but also in the fields of computer science, mathematics and data science.” Another goal is to interlink with national and international companies as well as law firms from the digital business and legal tech-environment.
Philipp Gerbert, Managing Director of TUM Venture Labs, added: “Legal tech has been a difficult field for founders so far. Now that critical technologies such as NLP platforms are available in German-speaking countries for the first time, we can offer dynamic and creative startup teams the best possible infrastructure for deep tech development. We would like to invite law firms, corporate and government legal departments, as well as startups and tech enthusiasts to join us and benefit from the exchange in the ecosystem.”
Justice Minister Eisenreich has deliberately placed the digitization of the Bavarian judiciary on his political agenda: “We want to take advantage of the opportunities offered by digitization. We are continuing to drive forward the digital offensive in the judiciary: electronic legal transactions, e-files, video hearings and legal tech projects. With the initiative ‘Legal and Justice Location Bavaria’ and the ‘Legal Tech Think Tank’, we already have a strong network. We are now building the ‘Legal Tech Colab’ upon this.”
Numerous lawyers and IT managers from businesses, the legal profession, notary’s offices, universities, and the judiciary have joined the network since 2018.
The Minister: “With all the progress, we always have the risks of digitization in mind as well. That is why we are working at the legal policy level for more legal certainty for consumers and companies in legal tech. When it comes to legal services on the Internet, we need transparency, a clear legal framework, and risk protection. Access to justice must also be ensured for all citizens in the digital world.” Among other things, the Conference of Ministers of Justice in the fall of 2021 had called on the German federal government – at the initiative of Bavaria – to pass a comprehensive legislative reform to deal with civil court mass-proceedings.
“Legal tech has great potential. We want to make use of this. My heartfelt thanks go to our strong project partners, with whom we want to make Bavaria a leading legal tech hub,” Eisenreich concluded.

Das Bayerische Justizministerium und UnternehmerTUM gründen “Legal Tech Colab”
Innovationsimpuls aus Bayern: Der Freistaat investiert weiter in die Hightech Agenda und will mit einem neuen Fördernetzwerk für Legal Tech-Start-ups auch eine Spitzenposition im Legal Tech-Bereich einnehmen. Auf Initiative des bayerischen Justizministers Georg Eisenreich haben das Bayerische Justizministerium und UnternehmerTUM das “Legal Tech Colab” gegründet. Das Bayerische Justizministerium fördert die Initiative mit bis zu einer Million Euro pro Jahr.
Bayerns Justizminister Georg Eisenreich: “Auch bei Rechtsstreitigkeiten und Rechtsdienstleistungen: Menschen wünschen sich bequeme, einfache und kostengünstige Lösungen. Legal Tech erfährt daher aktuell einen starken Auftrieb. Wir wollen die Chancen der Digitalisierung nutzen und ein führender Legal Tech Hub werden. Deshalb freue ich mich sehr, dass wir gemeinsam mit UnternehmerTUM den Startschuss für unser ‘Legal Tech Colab’ geben können.”
UnternehmerTUM ist Europas größtes Zentrum für Innovation und Gründung. Den Aufbau des “Legal Tech Colab” begleiten die TUM Venture Labs, eine Initiative für marktfähige Anwendungen in der Spitzenforschung von TUM und UnternehmerTUM.
Das “Legal Tech Colab” unterstützt innovative Start-ups im Bereich Legal Tech in allen Stadien: “Wir helfen den Teams von der Entwicklung eines Prototypen, Matching mit passenden Co-Gründende, dem Markeintritt bis hin zur Skalierung des Start-ups mit Venture Capital durch eine intensive Betreuung und Know How aus 20 Jahren Entrepreneurship- und Tech-Förderung von UnternehmerTUM”, so Stefan Blenk, Managing Director des Legal Tech Colab. Teilnehmende des Programms profitieren von maßgeschneiderten Unterstützungsangeboten, darunter Zugriff auf eine Legal Tech Computing Plattform basierend auf Natural Language Processing (NLP), Datenspeicher, Stipendien in Höhe von monatlich 1.000 Euro, Arbeitsplätzen im Gründungszentrum Munich Urban Colab und Zugang zu globalen Netzwerken aus Unternehmen und Kapitalgebende.
Eisenreich: “Eine geniale Idee allein reicht nicht aus. Der Weg bis zum markttauglichen Produkt ist oft lang und risikoreich. Häufig fehlt es am Geld, an der kaufmännischen Erfahrung oder an einem professionellen Umfeld. Wir wollen einen neuen Expertenpool schaffen und bei der Finanzierung unterstützen. Gründende sollen hierdurch in die Lage versetzt werden, ihre zukunftsfähigen Geschäftsideen erfolgreich umzusetzen.”
Der Minister weiter: “München und Bayern bieten den idealen Nährboden für ein digitales Ökosystem. Das ‘Legal Tech Colab’ wird eng mit den Hochschulen Bayerns vernetzt sein. Die bayerischen Hochschulen sind in der Rechtswissenschaft, aber auch in den Bereichen Informatik, Mathematik und Data Science hervorragend aufgestellt.” Ein weiteres Ziel ist die Verzahnung mit nationalen und internationalen Unternehmen sowie Kanzleien aus dem Digital Business und dem Legal Tech-Umfeld.
Philipp Gerbert, Managing Director der TUM Venture Labs, ergänzt: “Legal Tech war bislang ein schwieriges Terrain für Gründende. Da kritische Technologien wie NLP-Plattformen nun erstmalig auch im deutschsprachigen Raum verfügbar sind, können wir den dynamischen und kreativen Gründungsteams die bestmögliche Infrastruktur für Deep-Tech-Entwicklung bieten. Wir möchten Kanzleien, Rechtsabteilungen von Unternehmen und Behörden sowie Start-ups und Tech-Begeisterte einladen, sich uns anzuschließen und vom Austausch im Ökosystem zu profitieren.”
Justizminister Eisenreich hat die Digitalisierung der bayerischen Justiz ganz bewusst auf seine politische Agenda gesetzt: “Wir wollen die Chancen der Digitalisierung nutzen. Wir treiben die Digitaloffensive in der Justiz weiter voran: elektronischer Rechtsverkehr, E-Akte, Videoverhandlungen und Legal Tech-Projekte. Mit der Initiative Rechts- und Justizstandort Bayern sowie der Denkfabrik Legal Tech haben wir bereits jetzt ein starkes Netzwerk. Auf diesem bauen wir jetzt das ‘Legal Tech Colab’ auf.” Zahlreiche Juristinnen und Juristen und IT-Verantwortliche aus Wirtschaft, Anwaltschaft, Notariat, Universitäten und Justiz haben sich dem Netzwerk seit 2018 angeschlossen.
Der Minister: “Bei all den Fortschritten haben wir auch stets die Risiken der Digitalisierung im Blick. Deshalb setzen wir uns auf rechtspolitischer Ebene für mehr Rechtssicherheit für Verbraucher und Unternehmen bei Legal Tech ein. Bei Rechtsdienstleistungen im Internet brauchen wir Transparenz, einen klaren Rechtsrahmen und eine Absicherung der Risiken. Auch der Zugang zum Recht muss für alle Bürgerinnen und Bürger in der digitalen Welt sichergestellt sein.” Unter anderem hatte die Justizministerkonferenz im Herbst 2021 den Bund auf Initiative Bayerns aufgefordert, eine umfassende Gesetzesreform zur Bewältigung zivilgerichtlicher Massenverfahren zu verabschieden.
“Legal Tech hat großes Potential. Dieses wollen wir nutzen. Mein herzlicher Dank gilt unseren starken Projektpartnern, mit denen wir Bayern zu einem führenden Legal Tech Hub machen wollen”, so Eisenreich abschließend.
